Real answer is because the US military is winding down from several wars, and units want to push medals to distinguish their soldiers for promotions for the enviable career hell of peacetime where privates snicker at deploymentless NCOs and officers.
Units going down range now like to cycle LTs through to get their deployment patches so they don't burn out. CIBs and CABs are given out to guys who slept through combat for being in proximity to it.
EIBs were worth more when I left in 2015 because everyone had a CIB.

My grandfather had the coolest fucking "fruit salad" I've ever seen. He was Navy in WWII, served on a carrier and then after the war he went into the Army Reserve because he missed being in the military and he was married to woman he more or less detested. Activated for Korea and just stayed in until he retired. He got out early in Vietnam but the ribbons were glorious.
