Rail gun, not a chance. Power requirements barely can be met by large ships.

Laser, possibly, as anti-missile / anti-shell, or non-lethal anti-personnel. Again, for a laser to be any competition to conventional gun regarding power, a big ship is needed for power supply. Though lasers that could take out mortar rounds, artillery shells or guided/unguided missiles mid-flight would be doable and a worthy addition. Won't replace the cannon as offensive weapon though.
