It is a political decision, but also a military one. They had been looking for a long-range SAM for a while, and were originally going to buy the Chinese HQ-9, which was not interoperable with NATO. Pressure from NATO prevented that deal, but not this one. They're still working on buying the Eurosam SAMP/T Aster 30.
Because when Turkey F-16 shoot down Syrian Su-24 Turkey found out superior Russian tech so they try to buy it because best NATO ally.

That is useless unless you totally reverse engineer it and build your own 100% clone to go play with it and test it on your own. You are not interested in how it is built, you are interested in how it performs in real conditions, against your own means of jamming. That is why even USA aquired two sets of S-300 to be able to play with. And why they conducted air defence excercise with Slovakia who is a NATO member and has some obsolete S-300PMU systems which was still nigh impossible to jam couple of years ago.
