Internet went mainstream sometime around 92-93. It wasn't until early 2000's where it went big.
And by went big, I mean like the government used to have to have paperwork for stuff because less than 50% of households had it. These days it's expected, they'll say fill out a form online dummy, the public library has internet if you're poor.
As for OP, you want the do/k/ument. The Anarchist Cookbook literally has explosive recipes designed to kill the person making it.
