Most air rifles will do, it's mostly a matter of hitting your target. I'd be confident on clean kills with a .22, at least 10ftlbs, good bullet selection and lots of practice beforehand.

For 100 USD, you can get a .177 Gamo or Crosman break barrel, with a scope. It'll be fine for most rabbits and squirrels. Don't go for the bottom barrel chinkshit models, they'll break on you.
Here in Yurop, you just buy a third or fourth hand German break barrel that's been in somebody's attic for ages, and kill the pests with that. Those things keep on ticking.
