I've been trying to play RTS games for 15 years. I haven't 'gotten good' yet, so I'd really prefer a turn based system. If its been done for small scale combat like XCom, I figured it might be available for Modern combat.

I'm not sure any such decent games exist. You could try Call to Arms. It's like Wargame but on a much smaller scale with fewer units to control.

There is Jagged Alliance 2, but that is controlling individual people during battles. It's an old game but if you can get past some of the clunkiness, it is really good.
