Russian tank don't need air con, because they don't overate in tropical climax. But if you count the over pressure NBC protection system as aircon, so yes it have a air con.

AirCon is not for the people but the electronics. The more electronics, the more aircon is needed.

Not him, but air conditioning for electronics is a standard feature since T-90A. T-90MS (export version for India, etc.) have additional climate control system (those 2 huge fans, air conditioning for crew).
