Many super rich Californian are moving to other states because the cost of living is just too high. Once there they use their money and influence to bring in new amenities they think are important. These quick changes are nice, and attract many more people. But the changes often under funded and lead to economic problems a few years later. With the growing influx of people and the unfunded project leading to higher taxes to cover it, the cost of living sky rockets.
