I have this knife I like but it's too small for my taste. Its a nice combination of brass, damascus and bison horn and I'd like one like it but bigger.

I want to see if you guys could offer me anything before I'd go diving deep online for information on making a knife. I use to use cnc(s?) lathes and welders a lot so I thought maybe I could do it if I wanted but, I'd rather buy it from someone whos experienced in making folding knives. You have to keep in mind though that custom folding knives are going to be more expensive than custom fixed blade knives due to the added complexity.
A simple slipjoint or friction lock isn't going to be as expensive as a modern locking folder with a bunch of different tiny parts to work with, but it'll still cost more than a similar fixed blade.
Check websites Arizona Custom Knives for custom makers.
My go-to custom maker is J.W. Bensinger. He normally deals in fixed blades, but he's done a few folders.

That's a Corsican razora (?), more or less. There are a whole lot of different sizes and styles of them made, most of them probably cheaper than commissioning a custom.
