Honestly if you have a parts kit it's easier to rebuild it as a full-auto SMG than a closed bolt pistol. Seeing as how he's a criminal it's not entirely unlikely.

The rest of his setup is half competent. SD9 with 2 fully loaded magazines, albeit 10-rounders and a PA-63 which he has at least one spare magazine for. Not bad for a meth dealer.
