Law has an exception for .22 rifles with tube mags. Revolver cylinder isn't a tube mag. Tentatively I'd say it's illegal but anyone looking at it would assume it's a 9 shot.

In fact, before you move trade it for a 9 shot. Problem solved.

tl;dr it only covers MAGAZINES over ten rounds, not guns that have a >10rd capacity that are not magazine fed
