It's not, but we previously have not been in a situation where a "rogue state" possesses advanced nuclear weapons and the means to deliver them. We've crossed outside of the realm of purely hypothetical situations.

So is the idea that deterrence will prevent all nuclear strikes because none have happened yet. Right now we have a situation where we're not sure that the Kims can be effectively deterred in a crisis.

Actually, that isn't hypothetical. Deterrence has deterred all nuclear war so far.
Deterrence can break down, due to errors, miscommunications and flawed assumptions, but it works.

Yes. Thats the entire point of deterrence. If there is a situation where one side sees no preferable option, deterrence stops working.

NK is just a media explosion because they finally realised that any nation could have a nuke now since NK isn't remotely modern and basic nuclear engineering is laughably easy once you can refine the materials.

Its what makes the NK situation so good. Its basically a signal that if you are past 1950s in tech, you too could have ICBMs with some stolen tech and 20-30 years of hard industrial research.
