I haven't seen an Arisaka for $200 in years. Ammo is hard to find, and it typically costs $1.50 to $2.50 a shot. You need to handload your own ammo to shoot an Arisaka more than a few times a year

The 7.7 Jap rounds for the Type 99 can be made from 30-06 (Or 25-06 or .270) relativity easy, and for ease of time I just use a mild .308 powder charge. The bore diameter is .311 so it uses the same slugs as a .303 Enfield or 7.62x54 round.
Fun fact: As far as stripper clips go you can use inexpensive French Mas rifle or Swedish Mauser rifle stripper clips.

Don't bother with milsurp. The days when you bought milsurp guns just to get a cheap shooter are gone and aren't coming back. And even if you could find them, ammo in milsurp calibers is expensive and uncommon enough that ammo cost would cancel out any advantage you gained by buying a cheap gun.

If you want a cheap shooter, I've been thinking of picking up one of these: http://www.savagearms.com/firearms/model/Stevens301 They're solid, well-built, get good reviews, and while the MSRP is $173, street price seems to be around $150. Also, 12 gauge ammo is cheap and easy to find. I think it makes a lot of sense as an extreme budget poorfag gun.

About the only cheap milsurp guns that maybe are worth getting would be .22 trainer rifles. You get an old bolt rifle in a caliber that is cheap and common. Lgs near me has Romy and pollack training .22s from time to time. Just keep an eye out for them.
