If you look at the territorial waters on a map it's a bit of a clusterfuck.

Gibraltar is a British territory. the Royal Navy operates there.
A US Navy vessel, USNS Carson City was approaching to dock.
The Spanish patrol boat Rio Belelle starts dicking around in front of it.
The Royal Navy then sent a RIB from Gibraltar to get the Spanish boat to fuck off, so the USNS Carson City could dock safely.
