If you're at ground zero, nothing will save you. However, many millions of people live and work miles from the target centers. In those areas, where the effect of the weapon would be limited to initial radiation and shockwave, rather than blast, emphasis on fast, light covering during the initial infrared, beta, and alpha particle burst, as well as seeking protection from flying debris thrown up by the shockwave, would have prevented hundreds of thousands of injuries and deaths.
