First, we have to ask why we are there.

If the aim is to create an outpost at Russia's doorstep, then we don't need to control the country.
We only need an airbase and a few hundred kilometers of "restricted area" around it.

Dissolve Afghanistan as a nation and divide it into 7 smaller countries along ethnic lines.

This would improve the installation of democracy, since people over there only vote for reps from their own ethnic group and tend to riot when someone from another group gets elected. Hazara run Hazaraland, Pashtun run Pashtunia, etc.
