Guerilla warfare is totally beatable in a war of attrition where you control the borders. The issue we have is an institutional unwillingness to admit that the durkas are being funded and supplied by by our "allies" like Pakistan ans the Saudis. It's beatable if you can divide their forces out enough to kill each other, or buy out their common grunts by giving them better economic opportunities.

Guerillas do not care about the Geneva Convention, and neither does their enemies. And why should they? It was written specifically for conventional wars between official countries. Annnd it was written by diplomats who were laughing as they signed it, knowing that people who lose wars are not in a position to complain about the behaviour of the winner.
