Military industry stays alive through two avenues.
One is political corruption, where the nation funnels them any money they ask for. US or the USSR during the Cold War are example of this, the latter being an example of why it's not a surefire way to success and happiness.
The other avenue is being a successful arms dealer. Doesn't work if there are no wars being fought on your technological level (i.e. the combatants can't afford your gear). Sweden is a pretty well known historical example, France and modern Russia also fall into this category.
UK simply doesn't fit into the former or the latter category, so they simply keep up a decent navy and leave the rest to the fact that they have no use for the soldiers, anyway.

Actually theoretically, sleeve valves should be easier to have variable timing and or lift (is it lift if it's sleeve valves?), the cam mechanism uses gears and linkages often so it's possible to add or remove parts to change linkage behavior and valve movement.
Sleeve valves just fell out of favor too fast.

While I lament the Empire is gone and the world is not better because of it, they willingly dissolved what they could have kept of their Empire. They felt that Imperialism was hypocritical while fighting against Soviet expansionism.
Alas, if Tripartite Pact would have succeeded with the Suez operation and Eisenhower looked the other way, Britain's fortune may have reversed, but probably not; it just would have delayed the inevitable.
