I can't say about other states, but Oregon being a PoC state, OSP will sometimes be dicks and delay or deny you even if you haven't been convicted or involuntarily admitted, but have been arrested or seen a doctor about a mental illness.

Had a guy denied for voluntary committed, and another guy OSP told stated over the phone that the guy is clean except for something that was expunged, but they're going to delay him anyway.

What's most annoying is that they'll sometimes cancel the BGC becuase the the DMV are also dumbasses and never confirm legal name on DL or ID. People get pissed becuase some OSP guys don't care and run it however, while some depend 100% match.

If it's an ordinance violation I'm pretty sure you're fine. It's criminally equivalent to getting a ticket for not picking your dog's shit up in the park.
