There's numerous different models and types.

Interceptor was the first US issued armor carrier that had these kevlar sleeves as a bonus items.
Same thing with its predecessor, the IOTV.

This stuff's mostly used by vehicle gunners, house search squads' pointmen, and stationary guards. Police forces also have started wielding them more actively.

Poorfag method could be purchasing an old flakvest, that has neck and shoulder protectors integrated to the vest, and wear it under a size bigger plate carrier.
