If I lived in that area, you bet your ass I would have rented a bobcat a few days before and assembled DIY HESCO barriers around my property. Dig two moats about 4-5 feet deep, barriers in the middle of it, use the moat material to fill up the barriers. Throw in some water pumps, a good generator, and provisions and you'd be good to go. My extended family is around 40 people in the Houston area in like 15 house holds.

Everyone in Houston to Galveston area fed, dry and happy with power. No one bought into low land housing. Every time there is a major storm fools who built in low areas get clobbered. Family in Rockport and Victoria bailed for parts inland. Dallas with the cousins was the plan.

Hurricane Rita evacuation... Dozens were injured or died of heat stroke waiting in traffic for nearly a full day. How many have died from flooding? Three?
