Early Iraq had a glut of undertrained PMC types. See, back in the day these PMC companies really didn't have a huge amount of skilled applicants- somebody who had been a bog standard infantryman and been in a single firefight was the kind of person would would stand out as amazingly qualified. There were tons of dudes signing up with shifty backgrounds like security guard work and small town cop and shit.

Now- these days it's a whole lot fucking different. After a decade of nonstop warfare, PMCs can be a lot more choosy because there are literally thousands of applicants with multiple years of combat experience.
