Japan is a de facto nuclear state. It already has a well developed nuclear program, it has tons of weapons grade plutonium, it has some fine solid fuel rockets, and by all estimates, could have 1000, 1 megaton ICBMs ready in 120 days to one year depending on who you listen to. Without a doubt, if their survival was a stake, and the political will existed, they could have several weapons ready within 30 days.
