Japan is a densely-populated, technologically advanced first world nation that lacks, on it's own soil, the kind of ressources it needs to sustain its wide Industrial base, the country is very dependent on foreign ressources. From oil to wheat and cereals to raw ore and more.

Thus, Japs will probably have to look after their foreign interests such as commercial sea routes and economical allies. So they'll have to play world police more often than before in the future.

The US gave the option to change the Japanese Constitution and have a proper army, but the japs didn't want because they wanted to spent 99% of their money on improving the economy. If you think about it, Japan has already the most powerful army in the world protecting their islands for free.
