The lower left hand graduated scale is a range finder used to locate how faraway a man is. Typically most men are 1.7 meters in height. You take a man and compare his height at distance on the flat line and it'll tell you how far away he is. Thr chevrons are your actual point of aim and depending on the caliber they help you correct bullet drop. The hash marks going left and right with 10's are for leading a moving target I believe.

san serif, open that 4 is open at the top, not sure. that 4 is going to be your best bet, i'd ask request, or lurk a font forum,
look into polygraphmash, and paratype, if nothing else send a polite letter to them asking. or you could send a letter to a consulate. if you are working on a project or art of some kind you would be surprised how helpful consular staff can be.
