your browser will read the file header to determine what it is/how to render it - extensions are typically ignored.
you can change the extension on an animated gif to jpg and when you open it in your browser chances are it'll display as an animated gif correctly.

As for why, I guess they had a stock of CADPAT and that guy is not part of a normal OPFOR unit that is fully stocked on alternate uniforms. Fort Stewart seems like a place that does a lot of international joint training, so whoever stores all the training aids may have happened to have some Canadian uniforms.
The OPFOR I'm used to seeing either had OD Uniforms (Ft Polk) or old M81 woodland (Ft Polk "Special Forces" OPFOR), or they dressed like horribly stereotypical middle easterners.
