If its the later, consider a maverick 88 - mossbergs low end version of the 500 series shotguns, still perfectly fine. If you absolutely must have a pistol in the sub $200 range, hi-points are not bad at all for that. Get it in 9mm if you must.

Another option is buying used, lots of used .38 revolvers and striker fired pistols at my LGS in that range, something to at least consider.
