I know that most m48s were unissued, but some did see action in the Yugoslav civil war. Is there any way to tell if one did? Mine is covered in dings and scratches and the blueing is fading on a good bit of the metal.

You would have to find some autistic Mauser forum where old Fudds identify the serial numbers and stuff. Chances are your Mauser just sat in a warehouse. A vast majority of all milsurp didn't see any action. Everyone thinks their gun is special for some reason. "No man, my Mosin was totes used by a sniper in Stalingrad!"

This is a meme. In Branko Bogdanovich's "Serbian and Yugoslav Mauser Rifles" he specifically cites a 1954(IIRC) directive from the Yugoslav army command to phase out all the earlier re-built and pre-WW2 Mauser rifles (and put them in storage as war reserve) for the M48 to simplify logistics. M48s got used, and used a lot, it's just that many got refurbished once they were done being used.
As for being used in the Balkan Wars of the 1990s, there is at least some photographic evidence.

People used grease guns ,g98s and even an mp5sd. You'd be surprised what you find in the yugoslav wars
