The only individually portable weapons that could challenge modern armor are the RPG 29, 32 and probably certain tandem warheads for the CG. Anything that can reliably damage modern armor is 2-3 man sized teams , like metis/kornet/Javelin/spike.

If the barrel is in good condition (unlike most PTRD and PTRS examples in functional condition today), they can be used to harass enemy troops (especially in lightly-fortified positions like outposts or checkpoints where men can feel somewhat safe in a hole behind sandbags) from a distance for psychological effect similar to what you see in Syria footage of guys with large caliber rifles and homemade anti-materiel rifles. Mortars are much better for this job since they come from above and blow men apart and shake the ground, though. I suppose they could also be useful against lightly armored riot control trucks in a case of public disorder or to be used to fend off technicals if you are dug in in a rural or wilderness area. In this case, though, you would be better off with a machine gun of large caliber because hitting a moving target with a single shot is difficult. The best use they have is alongside modern anti-materiel rifles being used to take potshots at guys and take away the safe cozy feeling being in a fortified position gives, preferably with video phones or camcorders recording so you can edit the footage to make your guys look like badass elite snipers and attract dumb Call of Duty playing teenagers and 20-somethings to join your cause. ISIS and the Kurds seem to have this concept down, because they use it a lot with their shitty old PTRS rifles and shitty homemade 12.7mm Russian breechloaders.

Barrett XM109 program was an upper swap for the Barrett .50 that allowed it to shoot 25 x 59mm for in theory Light Armor engagement to 2km. The only true "complaint" was the stupidly high recoil on it (60 foot pounds vs 37 for the M107).

The reason for a lack of top armour is that it's literally the only way to shave enough weight to be able to afford thick frontal armour. It's not just a question of power: weight ratio. A tank that was as armoured in all aspects as an M1A2 is too heavy to cross almost all road bridges, more difficult to maintain, etc.
There will always be weak spots, and hell as ATGMs get better they'll be looking for hatches and viewports.
APS is the only real option for all aspect protection, and everyone and their mother is working on it at least.

In Ukraine AT rifles are commonly used as emplaced heavy penetrators for taking pot shots at enemies holed up in buildings far away. Good for anti-sniper/MG stuff since the rounds will penetrate most walls and send shit flying around on the other side.

Significant damage to suspension components, the actual tires and wheels, the on board air system, drive lines, things like that could be possible.
Remember, an MRAP isn't impervious, and it's designed to protect the people it carries, not the vehicle itself.

Yes I understand that, but it still baffles me why not everyone using top attack ATGMs, I mean the Javelin is +20 years old, yet it should be able to eliminate every single MBT in production today. Even worse, I have yet to find an APS in use or in development which targets treats at top-attack angles, they still seem to be focused on the 30° ( Rule exeption seems to be the Trophy, but still to low for Top attack ATGMs.)
