His kills are not confirmed. The military doesnt confirm overwatch kills. His kills are what he himself reported. Since he's lied about everything else. Why should anyone beleive he told the truth about his kill count.

What a confirmed kill means is when a sniper goes on a sniper mission where he has a specific individual targeted. He often shoots that person from a distance. Since the person he was shooting is a specific person and part of a typically larger mission. It becomes critical to know if the snipers part of the mission was successful and the specific individual was indeed killed. So it gets confimed by another mission asset so that the rest of the mission can continue. Shooting a random nobody is never confirmed. Its just not contested.

What hes doing is refering to his job is designated marksman on overwatch as being a "sniper" and seeing someone get shot is not confirming anything. When a person is targeted as part of a sniper mission there is s legitimate tactical reason that they need to be gone. It has more to do with the mission. Example a tribal leader is unsympatheitc to your cause there is a tribesman who you know is friendly to your cause. So there is an ongoing mission of which the sniper is only a small part of. He may see the elder go down. But its confirmed by an asset that is part of the mission who is waiting on the sniper shot that says, he is gone continue with operation. Lets get our tribesman in place. Shot may or may not count. Wounded may or may not count, face down in a pool of blood may or maynot count.

Snipers are like rangers, lots of people go to sniper school, but like being a ranger school graduate, that does not mean you perform the sniper mission.
