You could do this all with a table saw and drill press. It would be hard to do with home Depot lumber for the most part, lots of forces requiring heavy beams in hardwoods. I would argue lumber supply is probably the number one difficulty.

Yeah these are torsion based. Vetriviuus mentions sinew, women's hair or horsehair as viable cordages used by romans. Also mentions that we scale the size of the weapon based on the size projectile we wish to throw.
Honestly I think lumber from any store will do. Pine would be fine. I might spring for pressure treated but that's it. Not oak or ceder or some expensive shit. For first build, just use stock building materials. A circular saw to cut it a corded drill to make the holes and you're in business.
