Stalin was able to nationalize Tajikistan, which has a similar ethnicity of people there. His method was to build a comprehensive radio network through the Soviet Union so that everyone everywhere could listen to highbrow cultural programming, and propaganda.

Education and be willing garrison troops there for 30+ years. Provide jobs. We were able to do it in Japan. Nation building isn't for the impatient or the unempathetic.
