A step in the right direction would simply be to stop alienating people who don't already own guns. Disregarding the political side of things (as big an issue as it is), there's simply the problem of the firearms community largely being pretty closed and unfriendly to new/young members. You need to get people into the hobby before you can really educate them about the hobby.

Whenever you purchase a firearm it comes with a federal manual explaining all your states laws on firearms, that includes self defense laws. And how to properly hold, fire and handle firearms of that particular class. Comes with a section on recommendations on carrying and has information guiding you to classes you may want to attend within the state. I don't know about the federal level, but at the state level you could have all the schools do lessons about 'American Rights' in 9th grade or something. Where you learn about the constitution and all that. With that you could sprinkle in some gun safety/marksmanship.

Pass a safe storage and handling course, get $100 off a gun safe at a local store. That and have the NRA/CMP work together to make target shooting a regular community level recreational activity with strictly enforced safety standards on the competition sites to instill discipline and improve handling.
