Kidding aside - they did that already. Being in NATO Germany standardized to 9 mm x 19 Luger/Parabellum already during Cold War.

Latest pistols introduced to Russian military have been designed to use 9 mm × 19mm 7N21 cartridge - a slightly hotter version of 9 mm x 19 Luger/Parabellum with AP-bullet.

This. It's important to understand that the military requirements for a pistol are very different from CCW requirements, or police requirements. In the military, pistols are mainly used as a badge of rank or for threatening people with. If you're actually in a gunfight, you're either using a rifle or you're retreating. It's why .32 ACP was considered a legitimate military cartridge in the early 20th century. It did everything the military realistically needs a pistol to do, and was only supplanted because 9mm pistols became just as cheap to produce. The US insisted on big dumb cartridges because US Ordnance was full of idiots, not for any practical reason.

Actually soviets made "ballistic study" and 9x18 was designed to produced larger kinetic energy transfer in the 15cm plasticine block. So from their point of view 9x18 had more stopping powah than 7.62x25.
