Latest pistols introduced to Russian military have been designed to use 9 mm × 19mm 7N21 cartridge - a slightly hotter version of 9 mm x 19 Luger/Parabellum with AP-bullet.

So there was no need for such a hot pistol round and a difficult to shoot pistol. So they went to a bare minimum acceptable pistol cartridge.

In the military, pistols are mainly used as a badge of rank or for threatening people with. If you're actually in a gunfight, you're either using a rifle or you're retreating. It did everything the military realistically needs a pistol to do, and was only supplanted because 9mm pistols became just as cheap to produce. Actually soviets made "ballistic study" and 9x18 was designed to produced larger kinetic energy transfer in the 15cm plasticine block. So from their point of view 9x18 had more stopping powah than 7.62x25.
