If the enemy places bases in civilian cities to use them as human shields, yes, if only to inform the enemy that you will not be deterred by human shields, thus ironically saving civilians.

if the enemy populace is largely reservist, yes, as they are counted among enemy forces.

The above is rarely a wise decision, but when facing an existential threat a nation has the right to defend itself by any means necessary, including issuing existential ultimatums.

If you're a xenophobic culture that wishes genocide on your enemies, and you bomb a civilian target, you can justify it as well within the parameters of your mission, and your population could very well accept that justification.
People outside that? Maybe not.

In almost any situation where a civilian target is bombed, surviving civilians are likely to refute whatever your justification is, regardless of how supported it is by your government or society.

Depending on the disposition of a nation, for example, and the mechanism by which their government operates, you could bomb civilian targets with the public message of "We will stop bombing your cities if you force your own government to capitulate and accept a truce.", and justify it as a necessary avenue to force them to the negotiating table by turning their population against them.
It might not work, and people might not agree, but it's still a justification.
