Steel is for poorfags. There's a reason no military in the world uses it: dispersion. If you need to stop more than 6 shots, you're almost guaranteed to be taking rounds in the other 82%+ of your body as well.
The closest is Russia, with titanium, and they're transitioning to aluminum oxide, which is a generation behind average western ceramic (boron carbide).
