I saw the same thing happen to a guy at the range, he was pissed. I tried a group and while I was shooting noticed a thumbscrew on his ACOG wiggle under recoil. He didn't tighten them enough so I cranked them down with a screwdriver and he was un-pissed.

Just a regular 416R 16" barrel, 223 Wylde, Hiperfire EDT trigger set to 4.5 lbs. Federal 223 Rem. Red dot and magnifier (3x).
I'm thinking of getting rid of the magnifier since I don't enjoy shooting long range with the AR anyway and I have a scoped 30-06 coming in on Tuesday anyway.

It shouldn't at all, no. Something's loose. If you can't find something physically loose on inspection it could be the optic itself. Vortex has a boffo warranty, contact them and see if they'll advance you an exchange unit before you send yours in. If they won't, it's only about 1-2 weeks turnaround.

Try simpler targets and a solid rest like a bipod or large front sandbag, not a range bag or bunched up sweatshirt or anything like that. Also a rear bag for the stock.

I have some simple, printable, inch-calibrated PDF targets I've been using for years, or you can just search for free printable targets if you don't want to buy some. Something small and with high contrast.

I'm not sure of the exact weight but it's not too heavy. The FSP barely visible through the scope, I usually forget it's even there when I'm aiming. The scope is a Leopold VX-R, it was affordable and it works great, it also has a red dot.

If volume increases by any amount less than the fractional reduction in wait times as afforded purely by the increased form processing efficiency, we will see reduced wait times even with the volume increase taken into account.

Instant F3 most certainly is speeding things up. More than 60% of all the form 1s, 3s, and 4s combined annually were made up by the form 3s. Instantaneous form 3s took a huge load off of the processing of those forms.

Look at F1/F4 gains year over year, its not something that will be steadily decreased by a single change. As old fudds die off and are replaced by cawaduty kids who want SBRs and shit the demand is going to further increase. Even with efile and no prints it took fucking eons due to volume. Now they have F23 related shit to handle, they arent barcoding the prints,photo and F23 questions.
