I didn't say that it wasn't better in certain respects, I said it was arguable that they made the right choice.
The F-22 was simply a lower risk choice with attributes that meant it would be useful even if there was a huge leap in radar performance.

Yes, but not at te beginning. Had the Soviets not collapsed at the time, the USAF would be armed with F-22s and B-2s, the Navy would have more than 3 Seawolves, CVNs would have F-14D/E/F and so on. Once the high-end threat disappeared the need for cutting-edge high-cost systems dissipated.
