I don't know about how many they shot and missed at the F-117's in general, or even with the one they did shoot down, but I know they had to try three times to get a lock if I recall correctly. Doctrine was to only try and get a lock twice before scooting to avoid getting fragged by a radar seeker, but the guy in charge was determined enough to set up a bunch of radars all aimed at where he knew it was going to be, and also ballsy enough to stick it out rather than running.

AA commander detected a plate for a split second, which was enough to calculate where the plane would be while he fired a blind rocket there.
Only when the rocket and the plane were to meet did he again turn on the radar back again, so that o Grady had no time to react.
