Because nobody did. The US had limited use of 1897s and auto 5s in the pacific, but in Europe shotguns were basically unseen outside of POW camp use. They weren't really applicable to the wide open and highly mobile nature of the European theater.

Because shotguns are only useable out to 100 meters max. Shotguns are only useful in trench warfare, jungle warfare, and urban warfare. They are worthless on the majority of battlefields of WW2 Europe, and submachine guns are just as effective in the few places in Europe they would be effective.

The rest of the world had them, but in America they were incredibly popular and thanks to JMB we had almost exclusive rights to the pump shotguns and semi-automatic shotguns. Certain officers experimented with big bore cartridges, and some procured their own pistols, but ammunition usage was regulated and weapons strictly issued. Very few private soldiers would have used their own weapons, because they wouldn't have owned weapons in the first place.

Shotguns were anovelty in WW1, true enough - nobody had thought it to be useful before (not the american army either btw). Americans had the fortune of already having a civilian pump action shotgun available - germany didn't because there was no market for such a thing in germany. Meanwhile the germans actually managed to develop and build a useful SMG during the war, something none of the allies did.

Also, you're pretty dumb about taking the WW1 complaint seriously. If you're losing a war, you're using every advantage you get, and the off chance that your enemy might stop using a weapon if you whine loud enough about it is well worth it.

Germans saw the effectiveness of submachine guns and developed that technology rather than shotguns.

It wasn't uncommon to find an American with experience shooting shotguns which is always a plus. And due to their utility, and simplicty they're fielded today in the same basic form.
