It's not actually that uncommon for people to fly drones over aircraft carriers; I have a friend who foolishly flew maybe 300ft over an aircraft carrier with a ~1kg fixed wing drone. He never got caught (most aren't if they're not flying it LOS), but it is a bit of a serious vulnerability - you can't just have omnidirectional jammers on the ships either, because these drones often use bands close to (or part of) WiFi, mobile networks, GPS, etc.

Some notes on this.

1: The QE carrier is technically not a military vessel. It is currently still owned by the builders, the Aircraft Carrier Alliance.
The armament will only be fitted once she is accepted by the Ministry of Defence and its fully commissioned into the Royal Navy. Currently, it is running sea trials on mechanical systems and the likes. As such, the aircraft carrier currently flies the Blue Ensign, as worn by non-commissioned ships on government business.
In other words, this is a civilian vessel right now.

2: This incident took place at Invergordon, a civilian deep-water port. It was not in a military base at that time. There are no restrictions on airspace around Invergordon (and the same drones are often flown in the area - the Cromarty firth has a lot of tourist cruise ships, and marine wildlife popular with drone filming.)

3: the drone was spotted by police boats around it. They even waved to the camera. (Source: http://www.telegraph.co.uk/news/2017/08/12/drone-enthusiast-avoids-detection-lands-vehicle-3bn-hms-elizabeth/ )

4: it is not illegal to film: It was 100% legal for the pilot to take off from the other side of the firth, fly the 400m over water toward the carrier, be waved at by the police boats as he went, then fly up and down alongside it, taking footage. People in the UK have the freedom to do so.

Where it does become illegal is that he flew within 50m of the ship, which is a vessel under a different command without permission (that being the technical criteria under law for what constitutes restricted airspace.). That lasted for about 1 minute, during which time, the drone had a "high wind speed" warning and made an automatic touchdown on the deck.

When the drone pilot approached the port to report what had happened, the ship itself was apparently deserted: "A ghost ship" being his description. Its a pretty good bet that you could also land a drone on any other ship while un-crewed and docked at a civilian port, too.
