Classified electronic and cyber warfare have functionality that most people would consider in the domain of magic. Likelyhood is it's already been done and is in service in one capacity or another, or it's been tried and found not to be worth the effort compared to more functional alternatives.

Soldiers themselves cannot deliver heavy ordinance and are cost effective building clearing.

Once they're real and deployed, they're not super powers any more. They're just skills, or tech.
Look at RADAR, NVGs, underslung grenade launchers, select fire rifles, individual radios, laser designators, gas masks, dexedrine...
all of those make you "superhuman" compared to those without them.

Genetics is the way to go. Start cross breeding for faster strong smarter soldiers.

Either by test tube or by selecting candidates to breed.

Most of the vets on the street are there because they choose to be, on way or another.

Most major cities in the US have programs to get people off the street and a place to stay and help them find work. The problem is they also require people to get clean, but most of the homeless don't want to get off the drugs or drink.
Back during the height of the housing crisis when whole neighborhoods stood derelict because nobody was buying after they were built, cities bought them up for pennies on the dollar to try to help the homeless. Most of the homeless ended up trashing the houses, like shitting in the corner instead of walking 20 feet to a working bathroom etc because they just refuse to participate in society.

Also the Pentagon can't account for 2trillion dollars they spend, so we can afford a ton of shit. Any time some politician says it would cost too much to do X or fix Y, they're lying.
