APCs to transport infantry under armor, modern NBC protection, and strategic and tactical nuclear doctrines were developed with the help of atmospheric testing.

This wasn't the modern world of low-casualty recreational constabulary missions with nothing at stake other than annoying sand niggers. Both sides had to prepare for all varieties of war from conventional through tactical and strategic nuclear exchanges.

The radiation exposure casualties from these tests were a cheap price to pay for knowledge gained, and were part of that knowledge.
