gunfagging on the cheap

Define little money and what you consider fun. I enjoy bullseye with a .22 but my buddy thinks its boring as fuck. If youre just looking for real cheap blackpowder can be fun and its about the same pricewise as .22, ~8cents a shot.
Renting is almost never cheap, especially since a lot of places make you buy their ammo. Surplus isnt as cheap as it used to be, guns or ammo. I would avoid unless you can get a killer deal on something like an sks, if you do go down that route make sure it takes a common round like 9mm or 7.62x39.

You can buy 9mm ammo for probably the cheapest of all major ammos. I've seen 500 reloaded rounds going for around $70, that's pretty fucking cheap. You can build a 9mm rifle or get a 9mm pistol pretty cheap as well.

If you just want to plink targets and varmints, then yeah .22lr is the cheapest ammo outside of an airgun.

I pretty much jump from a 1000fps 22cal pellet rifle straight to 20-25c/r center-fires for fun. The 22cal pellet rifle is super fun with rimfire spinners and doesn't break the bank to use after the initial investment. You can shoot for a hell of a long time and still get pretty good clanks.
22lr, while getting a little more reasonable in price, has been way more money per ounce of fun than centerfire for most of the last 6 years. Unless it's something like 3-4c/r, I get more fun from shooting bigger stuff. Overall, I think 22lr is kindof boring and something entirely skippable as an adult shooter. I loved it as a kid, but it just doesn't do much for me now. It's only a small step more fun than the pellet gun.
I think 762x39 is the minimum caliber for a lot of fun, even 308 can be had on the cheap in steel-case tulammo form. And full size rifle rounds are definitely more fun than anything intermediate.
556/545 are both a little underwhelming to shoot IMO. They're still ok though fun-wise. And if paper punching and rule-heavy ranges are your only option, then it doesn't matter nearly as much which caliber you use for fun. Accuracy might be your avenue for fun instead of mud busting and general plinking in that case. So 556 might be your baby.
