I think everything would be legal. tear gas wouldn't be CA legal and maybe NJ legal and a few other nanny states. But tear gas launchers aren't firearms per law, thus being mounted to a car wouldn't make a difference.
I'd bet extremely rich people (like Trump before he became President, Zuckerkike, etc) get cars from the same or a similar company to similar or same specifications.
