My daad had it, gave it to me. Never seen another one like it, with open rivets, slightly longer than normal. Never seen blades like these on another either.
Also, what is the brass thing meant to be for?

It's a famas tool used for field striping. I'd date it around 1889.

Victorinox Grafter
The brass blade is used for budding and lifting bark.
The hook shaped blade is for pruning and is typically put on Victorinox's garden knives.
The other blade is a grafting blade and comes in a few different shapes.
