I do certainly agree that gun props on the whole have gotten exceedingly lazy in the last 20 years. Looking back on the classic iconic designs like the pulse rifle, the Morita, the 2019 pistol, even the coreburner if you want to get obscure, then looking at modern iterations like the Covenant crew literally using ARs and AUGs or how new Robocop had him using some boring non-gun SMG for most of it, it really does seem like the only people that give a fuck anymore are Blomkamp/Weta. That said, I think you can give Cable a pass since its capeshit, which is about the most low-effort content Hollywood is putting out these days.

Dumping a bucketload of plastic on top of a regular old rifle does not futuristic make.
I personally thought that the vatnik-rigged explosive ammo AK from Elysium was some of the dankest weapons design in recent history, simply because it's so very contrasting and so easily understandable. Also because it almost looks like this is some kind of official factory upgrade devised by the Russian defense ministry to get the bucketloads of ancient rifles back into the fight. All you need for a radically more lethal gun is to abandon the Hague land war conventions!

Yes, fully functional. Almost all prop guns are real firearms converted to blank firing status.
Even the ones with a ton of shit smeared all over.
The only times you see a non firearm are when you're filming in a country with extremely strict gun laws, or in a stunt sequence, in which case a rubber prop is used in place of a real gun.

Honestly, there's a lot of reasons, a lot of them individual to the artist and other ones more general.

For a start, your average artist doesn't know how guns work beyond what they've seen other artists and media do, not only that, but a good chunk of artists just outright don't like guns because just fucking look at artists nowadays. Beyond that, trying to make things look unique and visually appealing is more important than trying to make up fictional weapons which would actually be functional, mostly because they're already fictional so that's more for suspension of disbelief anyway. There's also the fact that nowadays a lot of people want to go for the postmodern-scifi look that elysium had, and their answer to that is literally just to make outlines of the thing they want it to look like and then just merge bits of guns together in photoshop so you get something which looks "real" but is otherwise just a clusterfuck (see image).

At the end of the day, sci-fi is sci-fi, just like fantasy swords are frequently impractical and purely for visual impact, so are weapons in science fiction, and the more someone knows about something the more retarded fiction about it will look.

Designers want their designs to stand out.
Incidentally, most designers are cityfags who have never fingered even the weakest of plinkers in their lives
Thus, you get some sort of unholy bastardized something when they make up weapons.

It can be bad in movies where you only get to see the weapon for a little bit anyway but it's especially atrocious in some games where you have to stare at the monstrosity for hours. Bethesda is one of the most serious offenders out there.
