Would something like this be practical?
Probably not any better than just having a gun in a coat pocket

No. It's really not that much faster than just drawing a pistol normally, plus a high likelihood of it not working, getting snagged on your sleeve, or deploying at an unwanted time.

you should get one and test it

its only use case is the situation he was in for the movie
everything else has a ton of risks and flaws for no real benefit

the only real advantage of this is that you don't look like you're reaching for a firearm since most people expect to see a person reach for their waist or inside their coat. It might be a little faster, too, than something like a cross draw or a drawing from 4 o'clock.
It's also pretty clunky to just be carrying around and you're pretty much limited to only wearing something with baggy sleeves.

It would be if it could reliably activate and not pop out while you're working / driving / etc. I really don't know how you'd do that one-handed though.

I wear a sweatshirt most days during the winter so that'd be set. Definitely not a summer thing though.

I imagine you can make it so it needs a specific wrist angle you'd never do unless exaggerated shrug or are spider man or make it require you to throw your hand out with some force first
In general having a loaded gun constantly pointing forward following your arm isn't nice etiquette
