The Soviets kept theirs all the way through the 90s or later. Jackboots were always kind of a German/Prussian/Russian thing, in that places west of Germany mainly kept to laced shoes.

Finland. Tradional black jackboots were still issued here in early 1990's, although we also had ankle boots (for holiday/dress uniform) and variety of other boots & shoes issued for each soldier.
Starting to use jackboots usually took some time for feet getting accustomed for them - until that happened getting blisters were not uncommon.

Traditions plus the old jackboot design is extremely durable. The leather is thick enough that it does not break down easily and soles are a layered design sown in, so they can be replaced if needed.
In fact durability was apparently the main reason why the Prussians originally chose jackboots as standard issue footwear for their army.

That always amazes me to think that until the Germans adopted the M1939 Jackboots, they used the fucking MODEL 1866 BOOTS. 80 year old boots, which is insane.

Jackboots for cavalry and for riding officers totally made sense, consider the mud and water they ride in. Tall boots for infantry made sense provided they did a lot of marching in dusty, wet and muddy terrain. Uniform items were however not always designed for sense. Fashion was often an overriding factor, and so was decidedly cost, and also availability of leather. A king could and would treat his favorite regiment like dressup dolls. Once tens of thousands, hundreds of thousands of soldiers were to be uniformed cost became an acute issue and leggings and foot bindings were issued wherever possible. The only reason the Russians were issued tall boots for ages is the historical state of their roads and climate.

He is mostly correct - foot wraps/rags made from flannel were the primary thing to use with jackboots. But for wintertime Finnish Army issued also wool socks for extra warmth. I have never personally used foot wraps/rags (we used socks in them), but I have heard from multiple sources that when wrapped correctly the foot wraps were supposedly comfier than socks and faster to dry.
At least in pre-war era Finnish Army apparently also issued its conscripts two pairs of boots, from which another pair was one size larger and intended for winter use.

Do rubber boots fill the same design niche? Apart from the difference in materials, how much of a difference is there in fit and use. Militarily, rubber boots are/were the main footwear of FARC guerillas, and they are seen in use in Africa by militants there.

FARC made rubber boots standard because they fought and lived in the jungle and the boots were a cheap and reliable way to avoid the usual waterlogging and trenchfoot that lace up combat boots suffer from in jungle combat.
On the other hand, African militias typically just grab whatever footwear footwear is lying around, be it rubber boots, sandles or sneakers. Rubber boots are very hot and difficult to run in, so I strongly doubt any of them would be wearing them if they could get real boots.
In Italy jackboots are still the norm.

Rubber boots are reserved for specific use in Finnish military. They are intended for combat boots in conditions that demand waterproof boots. Finnish military actually have two versions of rubber boots:
- Normal rubber boots for summer use.
- Winter rubber boots (with removable felt liners).
This might seem weird until one notices that Finland has about gazillion swamps, creeks, rivers and lakes - then it start making sense.
The rubber boots that Finnish Defence Forces issues are versions specially developed for that purpose with Suomen Kumitehdas and Nokian Jalkineet/Footware. I would say that the fit tends to be rather loose, but the designs are much more hardy than with rubber boot designs intended for civilian market and they contain some specific features (such as attachment points for skis in winter rubber boots).
