Honestly the attitude is that due to the lack of armed citizens there's less need for it. It cuts costs down on training and if we were to bring in weapons the amount of training needed with shoot up costs (we'd have anal amounts of standards) and recruiting standards.
Honestly I believe they should be armed. It's a basic tool of defence of both citizens lives and the individual Constable.
If the Constable was smaller or female (maybe both) they have a disadvantage in a scuffle with a big drugged up junkie. The firearm gives them the equalizer they need to enforce the law.
But the problem with that is they'll claim we'll somehow end up like America from it even though people generalise the United States here way to easily it's fucking cringe.

To add onto that. Here in Scotland the last Chief Constable (basically the chief of police) had Armed Police numbers increased and authorized them to conduct normal patrols on foot with the Pistols.
The Left-Wing lunatics cried about how they don't feel safe and that they're worried about minorities being shot. So the Scottish Government sacked him and reversed his decision. Nevermind the fact normal people were asking for a better response time in this event in case it happened so he accommodated them.
There's even a picture that made the news where an Armed Officer had the audacity to stop by a supermarket to get his lunch while also keeping his weapon holstered.

In general violent crime requiring that level of potential force to respond too is pretty rare, and it costs a fuckton to train and maintain the required level of training for armed officers here. Then add to that a level of REEEEEEE 100x greater than in the US around the 'militarization' of the police. Even the use of tasers outside of firearms units is a relatively recent change, and even that's still considered controversial by some.
In London there's always been a much greater number of armed officers and routine deployment of them since it's been seen as a likely terrorist target forever, to change the wider view/acceptance of armed officers would require a great many more attacks happening more frequently, and even then change would take years to decide on, and loger yet to implement.

Thanks for the answers, I'm German, and our police are armed (p22/p99 or something else as a side arm on every officer, MP5 in the front doors of all patrol cars) our gun laws aren't all that different and the stance of the general populace is similiar to Britain. I just think it's so strange, that nobody has a problem with the police being armed here, unlike your society, eventhough you experienced much more terrorism.

It's worth noting that even though we've had much more terrorism in the past, the nature of it has changed greatly with Islamist attacks compared to say the IRA in the past. Now we're seeing vehicle and on-foot attacks specifically targetting concentrations of people to cause casualties, whereas in the past when the IRA were the main threat people were concerned with their attacks followed a very different pattern, typically bombs left either in public places (with very possibly a warning to avoid civilian casualties whilst allowing them to inflict huge amounts of financial/infrastructure damage), or attacks principally targetting the police.
The key difference there is that against the IRA there was little to no perceived gain in having more widespread use of firearms amoungst the general police, if you got blown up in an attack that came with no warning that wouldn't have changed if the cop down the road was carrying or not. So although you can look back at a history of decades of terrorism in the UK, the nature of it for most of that timeframe hasn't created a demand for increased use of firearms, and so far the last decade+ of Islamic attacks hasn't changed that. If anything it (at least at first) reinforced peoples views that armed policing is bad due to the MET very publicly fucking up:

I guess that's the key difference, between Germany and Britain, when Germany had her problems with the RAF (Rote Armee Fraktion, not Bomber Harris), they did a grid search for the terrorists, had armed police at roadblocks everywhere, because the terrorists would target police (amongst other things, like the PIRA/IRA they didn't target civilians directly, or called in before bombings) and attack them often enough with small arms that it made perfect sense for the police to be well armed (there were quite a few shoot-outs between RAF and normal police). Of course there was also Munich 72, where it was clear, that the police needed better tactics and guns (GSG9 and PSG-1), so the populace accepted the necessity of armed police, even if they are afraid of dem ebil assault babykiller muhchine gunz
